Motivation letter or cover letter: what the difference actually is
The two names describe the same page of A4 with different weight on the middle. Knowing which weight your reader expects is most of the difference.

The two names come from different traditions rather than different documents. "Cover letter" is what the page is called when it covers a résumé in the United Kingdom, Ireland and the United States. "Motivation letter" is the usual translation in much of continental Europe and the standard name in academic and scholarship applications anywhere. Both are one page, both are addressed to a person, and both exist to argue that the attached document deserves a reading.
The real difference: where the weight sits
A cover letter puts its weight on evidence. Two to four paragraphs of things you did, each with a result attached, and a short sentence about why this employer. A motivation letter puts its weight on reasons. Why this field, why this institution, why now, with evidence supporting the reasons rather than standing in for them.
That is a difference of proportion, not of kind. The same eight blocks are in both, described on the cover letter format page, and the paragraph a reader remembers is still the one with a result in it.
When the motivation reading is correct
- Academic applications. A supervisor is choosing a person to spend three years with. The reason is the content.
- Scholarships and funded programmes. The money is attached to a purpose, and the letter has to state the purpose.
- A change of direction. When the evidence points one way and the application points another, the reason is the bridge. A career-change letter is a motivation letter wearing a different name.
- A first application. With little employment history, the reason is the strongest thing on the page and the one no document can supply.
When the evidence reading is correct
Almost every other time. An employer filling a vacancy is solving a problem this quarter, and the fastest way to be interesting to them is to show that you have solved that problem before. A page of enthusiasm without evidence reads as a page of enthusiasm, whatever it is called at the top.
What the two national guidances actually say
In Germany, the Bundesagentur für Arbeit lists the Anschreiben as one of the documents in a Bewerbung, alongside the Lebenslauf and the Zeugnisse, and says of the text that it "sollte daher passgenau auf die Stelle zugeschnitten sein", that it should be cut precisely to the position (arbeitsagentur.de). In the United Kingdom, the National Careers Service describes the covering letter as short, three to five paragraphs, written fresh for every job and tailored to the company and the role (nationalcareers.service.gov.uk). Neither guidance asks for a page of feeling. Both ask for a page aimed at one posting.

How to write one page that serves both readings
Put the reason in one paragraph and the evidence in two or three, then decide the order by audience. For an employer, evidence first and reason near the close. For a programme or a supervisor, reason first and evidence underneath it. The paragraphs themselves do not change, which means one draft can be turned around in a minute rather than rewritten.

The word nobody should write
"Passionate" is doing no work in either document. It cannot be checked, everybody claims it, and it takes up the space where a reason could have been. A real reason is specific enough to be wrong: you want to work on payments because you spent two years on the wrong side of a reconciliation process and know exactly what it costs. That sentence could only have been written by one person, which is the whole test.
What neither letter can do
Neither one repairs an application whose evidence does not fit the posting. The gaps list in the builder makes that explicit: the requirements your evidence cannot support are listed and none of them are claimed. A motivation letter is allowed to say you intend to close a gap. It is not allowed to say the gap is not there.
What to do when you cannot tell which is wanted
Write the evidence version and put one real reason in it. That document is acceptable everywhere, because a reader expecting a motivation letter will find the reason they were looking for and a reader expecting a cover letter will find the proof. The reverse does not hold: a page of reasons with no evidence disappoints an employer and a page of evidence with no reason disappoints a supervisor only slightly.
Where the posting uses one of the two names, follow it. Naming the document the way the reader named it costs nothing and removes a small question from the first line.
Write the middle either way
The evidence paragraphs come from your own lines. The reason for wanting the role is a separate field, used exactly as you wrote it.
